Louisiana Department of Insurance to Hold Public Hearing on BCBSLA Conversion Plan

The Louisiana Department of Insurance (LDI) will hold a public hearing regarding the conversion of Louisiana Health Service & Indemnity Company, also known as Blue Cross and Blue Shield of Louisiana (BCBSLA), from a mutual insurance company to a stock insurance company. The public hearing is being held to determine if the Plan of Reorganization submitted by BCBSLA serves the best interests of, and is fair and equitable to, its policyholders and members as required by La. R.S. 22:236.4(A). The public hearing shall be conducted in accordance with La. R.S. 22:236.4, Rule 1 of the LDI, and the Administrative Procedures Act. Members of the public may attend and may provide comments or evidence. Earlier this year, BCBSLA announced it had entered into an agreement to be acquired by Elevance Health. If the conversion is approved, a second public hearing will be held to consider Elevance Health’s acquisition of BCBSLA.
