FORTIFIED Endorsement

Insurance endorsements are amendments to homeowners insurance policies designed to help cover the costs of upgrading homes to meet specific resilience standards, such as the IBHS FORTIFIED™ standards.

A FORTIFIED roof endorsement helps homeowners cover the increased costs of repairing or replacing their roofs to meet the FORTIFIED standards after a covered loss. These standards include enhanced roof deck attachments, sealed roof decks, locked down roof edges, impact-resistant shingles, and wind and rain-resistant attic vents.

Louisiana law requires insurers to offer a FORTIFIED endorsement for homeowners insurance policies. Contact your insurance company or agent for more information.

Wind Mitigation Survey

The first step for homeowners who are interested in this program is to contact your insurance company or agent to discuss what discounts might be available if you submit a completed Wind Mitigation Survey Form.

Contact a qualified wind mitigation surveyor to complete Sections II and III of the Wind Mitigation Survey Form. To find a wind mitigation surveyor, visit the Louisiana State Fire Marshal Code Enforcement webpage.

  • Once there, select “Wind Mitigation Surveyor” in the Application Type field, complete the security image code verification process, and click the Search button. Click the magnifying glass icon on the right of each surveyor for contact information, then reach out to get quotes and begin the survey process.
  • Once complete, submit the form to your insurance company or agent. The information surveyed is used to calculate what storm mitigation has been completed and if the homeowner is eligible for premium discounts or incentives.

You can also demonstrate that you're eligible with documentation from a building code enforcement officer, a registered architect or engineer, or a registered third-party provider authorized by the Louisiana State Uniform Construction Code Council to conduct building inspections. NEW: FORTIFIED Income Tax Credit

Act 404 establishes the Louisiana Fortified Roof Tax Credit Program, a nonrefundable state income tax credit that applies to resident homeowners who pay to install a fortified roof meeting standards set by the Insurance Institute for Business and Home Safety (IBHS).

Taxpayers cannot receive this credit if they have already received a grant for roof fortification, and they cannot combine this credit with other state tax benefits for the same expense. The credit will cover up to $10,000 of qualified expenses for roof installation, with a total statewide annual cap of $10 million in tax credits issued on a first-come, first-served basis.

To qualify, homeowners must own an insurable property with a homestead exemption. New construction, condominiums, and mobile homes are not eligible. The credit can be carried forward for up to three years if it exceeds the taxpayer's current tax liability, and credits will be available for expenses incurred on or after July 1, 2025. Storm Mitigation Incentives

Homeowners in Louisiana who voluntarily strengthen their homes against storms and hurricanes in compliance with the Louisiana State Uniform Construction Code and undergo a certified inspection may be eligible for tax breaks and a premium discount.

The Louisiana storm mitigation program incentivizes homeowners to strengthen their properties against storms and hurricanes through a specified list of improvements or upgrades. Any property owner in Louisiana can participate in the program to retrofit their current residence or to build a new home that meets the program requirements.

Premium discounts apply to owner-occupied one- or two-family homes and modular homes. Mobile homes, manufactured homes, commercial properties, and commercial residential properties with three or more units are not eligible for premium discounts.

Homeowners must ensure contractors receive all applicable building permits from the local building inspector’s office.

The damage mitigation improvements and construction techniques that are typically included in the program include, but are not limited to, the following:

  • Builiding design
  • Roof bracing
  • Secondary water barriers
  • Opening protection
  • Roof-to-wall strength
  • Roof deck attachment
  • Roof covering and roof covering performance
  • Wall-to-floor-to-foundation strength
  • Window, door, and skylight strength
  • Other mitigation improvements and/or construction techniques that the insurer may determine to reduce the risk of loss due to wind
